ESU 58513 LokSound 5 XL DCC/MM/SX/M4/RailComPlus.  Outstanding sound quality with 1 - 28 sound F Key options.
4 Amp Sound Decoder for one or two motor locomotives.  Screw Terminals, Adjustable Power Caps.   This is a "Blank" decoder without any sound file installed.  However, I will install any ESU sound file into the decoder from the ESU Sound File Library Link above selected by the customer without charge.  Other changes to the decoder such as dimming of voltage for lights and smokers are the responsibility of the customer using a DCC system or an ESU LokProgrammer available on this page.  COMPLETE SETUP OPTION:  The decoder will be completely set up, ready-to-install, for your specific LGB locomotive's 5v. lights, 5v. smoker and motor control, and operationally tested on my DCC test stand motor block - $55 Fee.  A wiring diagram for your LGB locomotive installation and the F Key Listing for the installed sound file are also provided.  Note:  No Reed Switch function is available on these decoders, so they are not suitable for DC-only operated engines.

ESU 58219 LokSound 5Fx Sound-only DCC/DC Sound Decoder with 21MTC Connector.  No motor output, designed to use with locomotive, train cars to produce any sound downloaded from the ESU 5 Series Sound Library.  Although the LokSound 5 Fx itself does not have a motor output, it still "simulates" one. This is used for synchronization with the locomotive or motor car where ideally a "full-fledged" LokSound 5 decoder does its job. In the train set, this ensures that the brakes squeal occur at the same time or that the lamps switch the direction of travel at the same time.These DCC decoders can be used with LGB locomotives in DCC or DC Analog power (Max 28 volts input).  Note: ESU PowerPacks do not work on ESU decoders in DC Analog current, and there are no solder pad terminals for connecting a volume control board on these very small decoders.

ESU 50703 Interior LED Light Strip for G Scale Passenger Cars.  Length 380mm; Width 15mm.  The brightness of the yellow and white LEDs can be adjusted separately to various color combinations; the installed Power Pack/Power Caps prevent lights from flickering.  The board can be shortened by breaking off sections from the right end to the desired length for your train car and the broken off sections can be used by running two wires from the main board to the individual sections.  It also comes with two red marker lights on one end of the board.  The board has a Digital Interface for inserting an 21MTC ESU 52621 LokPilot Fx v4.0 DCC Decoder for controlling an on/off and brightness features.  Supply Voltage DC/DCC 4 - 24 Volts; Constant Brightness from 6 Volts; Max. ESU 50119 DC Power Supply 7 Amps 15 - 21 Volts
The newly developed power pack 50119 is furnished with the ESU Command Stations (ECOS and CabControl Digital Systems) and the ECOSBoost booster.  It can be used with any model trains accessories that require powerful DC power supply with a power output of 15 - 21 volts DC such as the LGB Throttles/Controllers.   The output voltage can be adjusted between 15V and 21V by a turn knob on the back of the unit and remains stable under load.  The output current has a maximum capacity of 7 Amps.   An integral, temperature controlled fan provides cooling, if necessary. The power pack automatically switches off in case of a short circuit or overload and restarts once the overload has been eliminated.
  A connector plug is provided for use with accessories using wire connections.

As a multi-protocol command station, ECoS supports DCC, Märklin® Motorola®, Selectrix® and the M4 data protocol. M4 drives and controls locomotives equipped with mfx® decoders without any restrictions. M4 is completely compatible. You can even continue to use almost all of your present loco decoders. Massoth 8413502 Digital Pulse Smoke Generator Rectangular.  The pulsed high-performance smoke generator (New Item 2022) can be used autonomously in steam or diesel operation mode. Due to the direct track reception and integrated software decoder, control by digital address via the digital system is possible at any time, a separate decoder is no longer required. The integrated decoder takes over all necessary evaluations, a SUSI interface is therefore no longer available. By means of clock generator and bus connection for MASSOTH/LGB, the smoke generator can be integrated into many existing locomotives, if the required installation space is available. The filling quantity of the tank should be 4cm³ or maximum 6cm³ (best dosed with a pipette).

Measuring PWM Voltage - Manufacturer's Technical Response
 
The RRampmeter should accurately measure a PWM waveform.   After all, DCC is a form of PWM. However, the RRampmeter reads the TOTAL RMS value of the waveform, DC + AC. Your Fluke set to read AC blocks DC and is only measuring the AC component. Since the lights and smoke unit are going to respond to the DC value of the PWM (and I assume the PWM is on/off, so there is a DC component), you should measure these outputs with the Fluke meter set to DC.  One other thing to keep in mind is that the RRampmeter is designed to power itself from the input, so on a low power circuit such as a light output, the added load may affect the reading.   Make sure you are using the battery for power and not the input signal. Even with the battery, the RRampmeter will load the circuit more than the Fluke (25.4K vs 10 Meg). For this reason, the Fluke set to read DC might be the better choice.
